Okello Onyum on April 30, 2026, for the brutal murder of four toddlers has brought President Museveni’s long-standing moral dilemma back to the forefront of national debate.
While the High Court has delivered its verdict, the final step, the signing of the death warrant rests solely with the President, who hasn’t sanctioned a civilian execution in over two decades.
The sentencing of Okello serves as a direct “litmus test” for the vow Museveni made in 2018 regarding the necessity of capital punishment.
Unlike previous death row cases often mired in legal delays, the Okello trial was expedited due to its rarest of the rare nature. The prosecution specifically invoked the President’s past rhetoric, arguing that when justice is not quickly carried out, hearts are filled with schemes to do wrong.
If Museveni follows through on his 2018 warning that removing the death sentence is a “recipe for chaos,” Okello could become the first civilian executed in Uganda since the late 1990s.

Understanding the Protocol: The 72-Hour Count
Should the President choose to follow through on his 2018 warning, the process is strictly regulated. Uganda Prisons Service Spokesperson Frank Baine has previously outlined the final steps:
1. The Presidential Warrant: The execution cannot proceed without a death warrant signed by the President.
2. The 72-Hour Notice: Once signed, the convict is given exactly three days to prepare.
3. Final Rites: During this window, the convict is allowed visits from family, doctors, and religious leaders.
4. The Execution: In Uganda, the legal mode of execution for civilians remains hanging.
Silence in the Dock
When asked by Justice Komuhangi why he should not be sentenced to death, Okello remained speechless for several minutes, eventually breaking into tears but offering no apology to the grieving families.
Okello has been granted 14 days to appeal both the conviction and the sentence. If the appeal fails, his life will depend entirely on whether President Museveni decides to stick to his Christian background or honor his 2018 promise to “revise” his stance on the gallows.
