Political and security tensions have escalated sharply in the Teso sub-region after former State Minister for Works Musa Ecweru issued a strict 24-hour ultimatum to retired Lt. Gen. Peter Elwelu, demanding he surrender to security forces or risk being hunted down.
Addressing a press conference in Soroti City, Ecweru—a former four-term Amuria County Member of Parliament and leader of the historic Arrow Boys militia—warned that any attempt to launch subversion or disrupt peace in the region would be met with overwhelming force.
Ecweru urged the former Deputy Chief of Defence Forces (CDF) to immediately abandon any alleged plans to launch a rebellion against the government.
“My prayer to him is that if it is true, he should abandon that prayer before evening today,” Ecweru stated during the briefing.

Highlighting potential avenues for resolution, Ecweru advised Lt. Gen. Elwelu—who has been the focus of recent public security statements by military leadership—that if he fears heavy-handed treatment from law enforcement, he should seek mediation through respected religious and state figures.
Ecweru suggested that Elwelu report directly to the Bishop of Soroti Catholic Diocese, Right Reverend Joseph Oliach Eciru, or Vice President Jessica Alupo to facilitate a formal meeting with President Yoweri Museveni to apply for an official pardon.
The public warning follows recent high-profile declarations on social media regarding Elwelu’s military status, with regional security forces maintaining heightened vigilance across Teso and surrounding districts.
