In a historic development that fundamentally alters Uganda’s long-running political transition debate, President Yoweri Kaguta Museveni has formally proposed Chief of Defence Forces (CDF) Gen. Muhoozi Kainerugaba as his preferred successor during a Central Executive Committee (CEC) meeting at State House Entebbe.
The proposal was presented during an urgent sitting of the National Resistance Movement’s (NRM) highest decision-making body on Tuesday, October 27, 2026.
Members summoned to Entebbe received a structured six-point agenda, with political succession placed as the primary item for deliberation.
Defense of Tweets and Military Credentials
Opening the transition discussion, President Museveni directly addressed internal party complaints regarding Gen. Muhoozi’s controversial posts on social media platform X, dismissing concerns raised by senior party members.
The President informed the committee that he personally held no issue with the posts, characterising them as positive and describing his son as a patriot, Pan-Africanist, and dedicated anti-corruption crusader.

Museveni credited Gen. Muhoozi with strengthening the Uganda Peoples’ Defence Forces (UPDF), combating corruption within the armed forces, and leading critical military campaigns.
He highlighted Muhoozi’s operational role in establishing the Special Forces Command (SFC), operations against the Allied Democratic Forces (ADF) in the Democratic Republic of Congo, peace operations against al-Shabaab in Somalia, and strategic interventions during the South Sudan conflict.
Mixed Reactions Among Top NRM Officials
The succession proposal drew immediate reactions from senior CEC members:
In Support: State Minister for Regional Cooperation Haruna Kasolo (NRM Vice Chairperson for Buganda) and Dr. Tanga Odoi (NRM Electoral Commission Chairman) supported the President’s submission.
Objections Raised: Hadijah Namyalo, head of the Office of the NRM National Chairperson (ONC), raised objections. Namyalo expressed security concerns following the recent withdrawal of her security detail. President Museveni noted that the security matter was a separate operational issue that would be addressed independently.
Silent Observer: Former Speaker of Parliament Anita Among maintained silence and offered no comment during the succession deliberations.
Museveni presented members with a comprehensive “succession discussion paper” outlining six core national priorities:
1. Political Succession
2. Economic Transformation & Review
3. East African Regional Integration
4. Military Strengthening
5. Construction of the NRM National Headquarters
6. Empowering NRM District Leaders with Logistics and Transport
Strategic Shift in the Succession Matrix
The presentation of an official discussion paper elevates what had previously been informal political mobilization by the Patriotic League of Uganda (PLU) into formal institutional deliberations within the ruling party.
President Museveni instructed CEC members to maintain strict confidentiality regarding the ongoing deliberations while emphasizing that majority consensus within the NRM will guide the final decision.
