The Inspectorate of Government (IG) has issued a renewed directive demanding the immediate interdiction of the Uganda Registration Services Bureau (URSB) Registrar General, Mercy Kainobwisho, alongside three other senior executives, directly accusing Justice and Constitutional Affairs Minister Norbert Mao of failing to enforce an earlier directive issued in August.
In a formal statement released on Monday, October 26, 2026, the Inspectorate instructed Minister Mao to execute the interdiction order against Kainobwisho without further delay.
Simultaneously, the anti-graft agency directed URSB Board Chairperson Francis Butagira to immediately interdict:
Alex Anganya — Deputy Registrar General
Arthur Kwesiga — Commissioner for ICT and Innovations
Walid Kule — Assistant Commissioner for Business Registration Services

The updated directive escalates a regulatory standoff that began in August 2026, when the Inspector General of Government (IGG), Lady Justice Aisha Naluzze Batala, initially ordered the interdiction of Kainobwisho and her senior management team to allow unhindered investigations into severe allegations of corruption and systemic mismanagement.
The ongoing inquiries involve allegations of:
Embezzlement of public funds
Abuse of office
Institutional mismanagement
Money laundering
Maladministration
Following the initial August order, Minister Mao opted to place the affected officials on mandatory administrative leave rather than executing formal interdiction under public service rules—a procedural compromise the Inspectorate has now formally rejected.
IG Orders Reinstatement of Unaffected Commissioner
In the same communication, the Inspectorate called for the immediate reinstatement of Gilbert Agaba, the Commissioner for Business Registration Services.
The IG argued that Agaba’s removal or placement on mandatory leave was irregular, clarifying that he is not a subject of the active corruption probe.
The Inspectorate noted that the renewed directive does not conclude the investigations or establish final guilt, emphasizing that all allegations remain subject to ongoing legal and forensic inquiry.
