The Chief of Defence Forces (CDF), Senior Presidential Advisor on Special Operations, and Patriotic League of Uganda (PLU) chairperson, Gen. Muhoozi Kainerugaba, has commended thousands of citizens after his 2031 presidential bid collected over 5,200 signatures in a single day.
Taking to his official X (formerly Twitter) account on Tuesday, September 8, the four-star general expressed appreciation for the rapid public surge supporting his campaign books.
“I thank the thousands of our great citizens who have already endorsed our campaign so far. Yesterday (Monday), over 5,200 citizens affixed their signatures to the endorsement books at one of our offices,” Gen. Muhoozi stated.
The development follows his official declaration on August 25, 2026, announcing his intention to contest for the presidency in 2031 under the PLU banner, with a target to secure 90% of the total vote.
Nationwide Rallies and the 20 Million Signature Target
On September 1, 2026, the Patriotic League of Uganda formally launched a massive signature collection drive targeting 20 million endorsements across the country. According to PLU leadership, the initiative received explicit clearance from President Yoweri Museveni.
Gen. Muhoozi reiterated that the movement plans to roll out political endorsement rallies across all 146 districts in Uganda to build momentum over the next five years.
“From now until 2031, I want our great PLU to carry out endorsement rallies in the 146 districts of Uganda. We want all our people with us when we stand! We want 90% of the vote,” he noted, adding that President Museveni would act as his key campaign advisor and supporter. “With my great father, Mzee’s support, I will get 90% in the elections in 2031.”
The general emphasized that his campaign aims to consolidate and advance President Museveni’s long-standing national development legacy.

Gen. Muhoozi’s political trajectory began within military structures before evolving into public mobilizations through the “MK Movement,” established in April 2022 to appreciate his military service. In February 2024, the MK Movement formally transitioned into the Patriotic League of Uganda (PLU), operating as a civic organization focused on national unity, peace, and socio-economic transformation.
However, political analysts point to statutory regulations governing active military personnel seeking elective public office.
Under Section 99 of the Uganda People’s Defence Forces (UPDF) Act, a serving officer or militant who intends to contest for political office is legally required to resign or retire from the armed forces prior to active nomination, adhering to regulations prescribed by the Minister of Defence.
