The Ministry of Local Government has issued sweeping directives restricting the operational hours of bars, local brew joints, and sports betting centers across Uganda.

In an official circular issued by the Minister in Charge of Local Government, Balaam Barugahara Ateenyi, local government leaders nationwide have been instructed to immediately enforce strict measures aimed at curbing early-morning alcohol consumption, curbing idleness, and bolstering community productivity.

3 PM Opening Rule for Bars and Malwa Joints

Under the newly issued directives addressed to all LC5 chairpersons, city mayors, division mayors, and council speakers, alcohol-selling establishments are barred from opening during morning and early afternoon hours on working days.

“Bars, Malwa joints, and other alcohol-selling establishments should not open before 3:00 p.m. on working days, subject to applicable national laws, licensing requirements, and lawful local government regulations,” Minister Barugahara specified.

The minister explained that early-morning drinking directly contributes to household instability, lost economic productivity, and rising crime rates across rural and urban communities. Local authorities and enforcement teams have been mandated to close down establishments that repeatedly violate these operating hours.
