President Yoweri Kagame Museveni has appointed diplomat and politician Hon. Juma Witonze Kisekka as the new Minister of State for Internal Affairs, resolving a legislative stalemate over the strategic security docket.
Witonze currently serves as the Chief Coordinator for the Patriotic League of Uganda (PLU) in the Greater Mpigi region. A seasoned political strategist and diplomat, he previously contested for election to the East African Legislative Assembly (EALA) and recently expressed interest in the EALA by-election.
His appointment to the executive branch adds another prominent Patriotic League of Uganda (PLU) figure to President Museveni’s cabinet.
Witonze’s appointment follows the unsuccessful vetting of the initial presidential nominee, Dr. Lawrence Muganga, whose approval stalled before Parliament’s Appointments Committee.
The parliamentary committee halted Dr. Muganga’s confirmation after raising questions regarding his citizenship status. Intelligence and verification reports submitted to the committee by the Ministry of Internal Affairs indicated that Dr. Muganga was associated with Ugandan, Canadian, and Rwandan citizenship.

According to sources familiar with the parliamentary proceedings, several other ministerial nominees who faced dual citizenship inquiries—including Ambassador Adonia Ayebare, Calvin Echodu, and Sharsti Kutesa Musherure—satisfied lawmakers by presenting formal documentation showing they had initiated foreign citizenship renunciation procedures with the relevant foreign governments.
However, Dr. Muganga did not present similar documentary proof during his appearance before lawmakers. Although he disputed claims that he maintained Rwandan citizenship, committee members insisted on official documentation from relevant authorities before recommending his confirmation.
Faced with the impasse, the Appointments Committee referred the matter back to President Museveni, who subsequently named Witonze to take over the docket.
Witonze now awaits formal parliamentary vetting and approval before taking the oath of office to join Senior Minister Gen. Kahinda Otafiire at the Ministry of Internal Affairs headquarters in Kampala.
