Uganda has officially entered the race for the top diplomatic office on earth, formally nominating veteran diplomat and former UN Under-Secretary-General Olara Otunnu for the position of United Nations Secretary-General.
The 75-year-old former Foreign Affairs Minister becomes the seventh candidate entering the contest to succeed António Guterres when his second and final term expires on December 31, 2026.
The official nomination was submitted by Uganda’s Permanent Representative to the United Nations, Ambassador Adonia Ayebare, in a formal communication dated July 24, 2026, addressed to the President of the UN General Assembly, Annalena Baerbock, and the President of the UN Security Council, Zénon Mukongo Ngay. The candidacy was officially communicated to all 193 UN member states on July 25.
In his submission, Ambassador Ayebare emphasized that Otunnu brings over four decades of international statesmanship, leadership, and proven consensus-building across the UN system, national government, and global academia.
Permanent Secretary of the Ministry of Foreign Affairs, Vincent Bagiire, confirmed the government’s full backing, calling on all UN member states to support Uganda’s candidate to steer the world body through mounting global crises, armed conflicts, and geopolitical divisions.
Otunnu’s candidacy brings decades of deep institutional knowledge within the United Nations building in New York:
Pioneer in Child Protection in Warfare: Serving as UN Under-Secretary-General and the first Special Representative of the Secretary-General for Children and Armed Conflict (1997–2005) under Kofi Annan, Otunnu successfully placed child protection on the permanent agenda of the Security Council. He designed the monitoring and compliance mechanism established under UN Security Council Resolution 1612 (2005), which remains operational worldwide today.

Architect of the “Otunnu Formula”: While serving as Uganda’s Permanent Representative to the UN (1980–1985), Otunnu presided over the Security Council as President in December 1981. During that deadlock, he created the informal straw-balloting system used to elect Javier Pérez de Cuéllar—a voting procedure known as the “Otunnu Formula” that has been utilized in every UN Secretary-General selection since.
National and Academic Service: Otunnu served as Uganda’s Minister of Foreign Affairs (1985–1986), President of the International Peace Institute (1990–1998), and held academic appointments at Albany Law School, the American University in Paris, and the Institut Français des Relations Internationales.
Domestic Politics and Peacebuilding: In Uganda, Otunnu led the Uganda People’s Congress (UPC) and contested in the 2011 presidential election. In recent years, he co-led the Roco Paco peacebuilding initiative alongside retired Chief Justice Alfonse Owiny-Dollo to support community reconciliation in northern Uganda.
Otunnu’s nomination comes at a tight, crucial moment in the UN selection process.
Because his nomination was finalized on July 24, Otunnu was unable to participate in the UN General Assembly’s public town hall dialogues held on July 23, where the initial six candidates presented their vision to member states and civil society.
The campaign now moves swiftly to the UN Security Council, which is scheduled to conduct its first closed-door, confidential “straw poll” on July 30, 2026. While non-binding, these straw polls measure the strength of candidate support and indicate whether any of the five permanent Security Council members—China, France, Russia, the United Kingdom, and the United States—intend to exercise a veto.
Otunnu’s entry also reignites debate over the informal policy of regional rotation. While many diplomats anticipated the next chief would hail from the Latin American and Caribbean Group (GRULAC)—the only region yet to produce a UN Secretary-General under current rotation practices—Otunnu joins former Senegalese President Macky Sall as the second African candidate in the contest.
