Gen Muhoozi Meets President Kagame in Kigali for Regional Security Talks

In a major development for East African regional security, Rwandan President Paul Kagame hosted Uganda’s Chief of Defence Forces (CDF), General Muhoozi Kainerugaba, at Urugwiro Village in Kigali on Saturday, July 25, 2026.

The high-level bilateral engagement focused on deepening military and diplomatic cooperation between the two neighboring nations, while addressing broader regional peace, security, and stability across East Africa.

Upon his arrival at Kigali International Airport for the official working visit, Gen. Kainerugaba was received by top commanders of the Rwanda Defence Force (RDF). The welcoming delegation was led by Rwanda’s Chief of Defence Staff, Gen. Mubarakh Muganga, alongside the Commander of the Republican Guard, Maj. Gen. Willy Rwagasana, and Uganda’s Defence Attaché to Rwanda, Col. Ezekeil Matsiko.

According to an official statement issued by the Rwandan Presidency, President Kagame and Gen. Kainerugaba reviewed the progress of existing bilateral defense agreements and discussed joint frameworks to foster stability.

The UPDF Chief of Defence Forces is also holding bilateral engagements with senior RDF military leadership to expand institutional cooperation between the UPDF and RDF. Key operational priorities include:

Border Security Management: Harmonizing patrols, intelligence sharing, and safe transit along the shared Uganda-Rwanda border corridors.

Regional Stability: Addressing evolving security dynamics in the wider Great Lakes region and supporting regional peacekeeping efforts.

Institutional Exchange: Enhancing military training exchanges, joint staff exercises, and strategic defense dialogue between the UPDF and RDF.
