In a major development threatening to ignite a profound diplomatic crisis between Kampala and Ankara, the Chief of Defence Forces (CDF) and leader of the Patriotic League of Uganda (PLU), Gen. Muhoozi Kainerugaba, has announced the abrupt cancellation of the Standard Gauge Railway (SGR) contract with a Turkish construction firm.
In a series of bold social media posts on Tuesday, Gen. Muhoozi revealed that the government is terminating its relationship with the contractor in pursuit of a partner “more worthy” of the country.
Compounding the economic pivot, the military chief issued direct orders to all national security agencies to stand down and allow mass citizen demonstrations outside the Turkish Embassy in Kampala this coming Friday, June 19, 2026.
The announcement marks a chaotic turn of events for Uganda’s flagship infrastructure project—the 325-kilometer Malaba-Kampala SGR eastern route—which had recently advanced into early civil works under the Turkish engineering firm, Yapı Merkezi.
Taking to his official X (formerly Twitter) account, Gen. Muhoozi stated unequivocally that the multi-billion dollar arrangement had been dismantled.
“We have cancelled the contract with the Turkish company to build the SGR. We will get another one that is more worthy of our country!” the CDF declared.
While official communication from the Ministry of Works and Transport and the SGR Project Secretariat remains pending, Gen. Muhoozi’s public declaration signals an immediate end to the partnership.
The decision introduces massive uncertainty into the regional transport corridor, which is heavily relied upon to link landlocked Uganda directly to Kenya’s standard gauge rail system and the port of Mombasa.
Beyond the immediate infrastructural fallout, Gen. Muhoozi’s directive to the country’s security apparatus has raised immediate public order concerns. Uganda’s security forces have historically maintained a zero-tolerance policy toward political street demonstrations in the capital, frequently deploying preventative arrests and crowd-control measures to disperse unapproved gatherings.

However, Gen. Muhoozi explicitly instructed defense and police organs to grant safe passage to protestors targeting the Turkish diplomatic mission later this week.
“All Security Services are instructed to leave our supporters/ordinary Ugandans to demonstrate at the Turkish Embassy on Friday 19th June 2026!” he posted.
To ensure a significant turnout, the general directly mobilized the political wing of his movement, the Patriotic League of Uganda (PLU). Issuing a directive to the outgoing PLU General Secretary, Daudi Kabanda, Muhoozi wrote:
“PLU should demonstrate on Friday comrade!”
Kabanda’s organizational teams are now expected to spearhead the logistics and crowd coordination for the Friday march, transforming what began as an elite geopolitical dispute into an active street movement.
The sudden hostility toward the Turkish contract and diplomatic presence follows a period of public friction and online sparring between the CDF and Ankara officials over funding structures, regional security arrangements, and counter-terrorism contributions in the Horn of Africa.
Foreign policy analysts warn that using state-adjacent political organizations like the PLU to picket a foreign embassy could violate international diplomatic protocols, specifically the Vienna Convention, which mandates host nations to protect foreign embassies from disruption, intrusion, or impairment of their dignity.
Neither the Turkish Embassy in Kampala nor Uganda’s Ministry of Foreign Affairs has issued an official statement following the CDF’s posts, leaving diplomatic networks scrambling to assess the formal status of Uganda’s bilateral ties with Turkey.
