The Chief of Defence Forces (CDF), Gen Muhoozi Kainerugaba, has bowed to mounting legal, social, and political pressure, promising the imminent release of prominent opposition lawyer and former Kampala Lord Mayor, Erias Lukwago.
The major breakthrough comes barely 24 hours after elite armed security forces, suspected to be operatives from the Special Forces Command (SFC), staged a dramatic Monday morning raid at Lukwago’s Wakaliga residence in Rubaga Division, whisking him away in an unmarked tinted drone vehicle.
Gen Muhoozi dropped the hint of Lukwago’s impending release following a wave of national condemnation from opposition political parties, human rights bodies, and the legal fraternity, all of whom demanded that the state immediately account for the safety and whereabouts of the seasoned attorney.
The sudden arrest of Lukwago on Monday ignited widespread condemnation across Uganda’s political spectrum. The Forum for Democratic Change (FDC) labeled the operation a blatant act of state intimidation and gross state interference, warning that targeting a lead defense counsel directly undermines the country’s judicial independence and right to legal representation.
Concurrently, legal minds under the umbrella of the Uganda Law Society and various human rights defenders threatened immediate legal action against top security organs for holding Lukwago incommunicado without presenting him before a competent court within the mandatory 48-hour window.

Facing a severe public relations backlash and potential legal crosshairs, Gen Muhoozi broke the military’s silence on the matter. In a communication that surprised both critics and allies, the CDF indicated that security agencies had heard the concerns of the public and the legal community and would proceed to facilitate Lukwago’s unconditional release from detention.
The arrest and subsequent promise of release are deeply rooted in an ongoing high-stakes legal battle involving veteran opposition leader Dr. Kizza Besigye and his co-accused, Hajj Obeid Lutale, both of whom face treason charges at the High Court in Kampala.
Lukwago serves as the lead defense counsel for the duo. The trial had ground to a complete halt after Lukwago led a total defense boycott, citing extreme and arbitrary restrictions imposed on his legal team by authorities at Luzira Maximum Security Prison. In solidarity with their lawyers, Besigye and Lutale also refused to physically attend court, creating a significant legal stalemate for the state prosecution.
The tension escalated dramatically last week when High Court Judge Emmanuel Baguma issued a strict seven-day ultimatum directing Gen Muhoozi to formally respond to a petition filed by Besigye’s legal team regarding alleged social media threats. While the Attorney General’s office was successfully served, process servers encountered extreme hurdles attempting to deliver the court documents directly to Gen Muhoozi and other senior military aides.
The Monday morning military raid on Lukwago’s home was widely perceived by political commentators as a defensive strategy by the state to neutralize the legal pressure mounting against the top military command.
Despite Gen Muhoozi’s public assurance, Lukwago’s legal associates and family members remained camped at various security installations across Kampala by Tuesday afternoon, eagerly awaiting his physical release.
Lawyers representing Lukwago noted that while they welcome the CDF’s statement, the manner of his arrest remains a dark spot on Uganda’s human rights record. They emphasized that a civilian attorney should never be subjected to military abductions for simply executing his professional duties in a court of law.
Political analysts indicate that once released, all eyes will return to the High Court’s Criminal Division to see how Lukwago and his team navigate the resumption of the Besigye treason trial and whether the defense will persist in its efforts to serve the military leadership with court summons before the June 30 deadline.
