Wakiso Boda Boda Rider Moses Ssebagala Arrested Over Viral Abuse Video

Police in Wakiso District have moved swiftly to apprehend a 30-year-old boda boda rider following the circulation of a “disturbing and graphic” video on social media. The suspect, identified as Moses Ssebagala, is currently in custody facing allegations of aggravated defilement of an eight-year-old girl.

The arrest comes as a direct result of digital evidence that sparked a massive public outcry, prompting authorities to prioritize the hunt for the suspect in the Mende Sub-county area.

According to Kampala Metropolitan Police spokesperson Racheal Kawala, the horrific incident unfolded on April 16, 2026, in Mabombwe Village. Investigations reveal that the victim was playing outside with her sister when Ssebagala allegedly approached them.

In a calculated move to isolate the child, the suspect reportedly handed the girls a mobile phone to watch cartoons—a digital lure used to distract them before committing the offense.

Ssebagala, a resident of the same village where the crime occurred, was identified by community members and police tracking teams shortly after the footage went viral.

“The suspect has been arrested and is currently in custody. He will be produced in court as investigations into the matter continue,” Kawala confirmed. The police have also secured the mobile phone allegedly used in the incident as part of the forensic evidence.

The incident has reignited a national conversation on child safety and the rising cases of abuse involving trusted community figures like transport operators. Police have issued a stern warning to parents and guardians to remain hyper-vigilant, especially regarding strangers—or even neighbors—offering gadgets or digital entertainment to unsupervised children.

Legal experts suggest that given the “aggravated” nature of the charge and the existence of video evidence, the suspect could face the maximum penalty under Ugandan law if convicted.
