Four members of National Unity Platform (NUP) president Robert Kyagulanyi Ssentamu’s security detail have been granted bail in a long-running robbery and assault case, but two of them will remain in prison due to pending charges in another court.
The four—Edward Ssebuufu (popularly known as Eddie Mutwe), Achilleo Kivumbi, Gaddafi Mugumya, and Grace Wakabi Smart, were each granted bail on condition of paying Shs5 million cash.
Despite the ruling, only Mugumya and Wakabi are set to walk free. Eddie Mutwe and Achilleo Kivumbi will remain in custody at Luzira Prison because of separate criminal charges currently pending against them before the Kawempe Magistrates Court.

All four security aides have spent prolonged periods in state detention following their arrests between February and April 2025.
Eddie Mutwe was abducted in Mukono District on April 27, 2025, and held incommunicado for several days. His detention drew national outrage after the then Chief of Defence Forces (CDF), Gen Muhoozi Kainerugaba, publicly acknowledged that Mutwe was being held in a military basement. When Mutwe was eventually brought to Masaka Grade One Magistrates Court on May 5, 2025, he was unable to walk unassisted and had to be supported into the dock by two people.
His co-accused—Kivumbi, Mugumya, and Wakabi—were arrested during a security raid on NUP headquarters in February 2025 and moved through undisclosed holding centers before being formally charged in Masaka.
The prosecution alleges that during the May 2024 burial of businessman Pascal Ssekasamba in Lwengo District, the four men assaulted multiple people and robbed a journalist of a mobile phone and a sweater. All four defendants have repeatedly denied the charges.
In August 2025, the High Court previously rejected their bail application, ruling that although formal bail conditions were met, there were concerns the accused might interfere with state witnesses.
Why Eddie Mutwe and Kivumbi Remain Locked Up
While the Masaka bail ruling provides relief for Mugumya and Wakabi, Mutwe and Kivumbi face an additional legal hurdle in Kampala.
The duo is facing charges before the Kawempe Magistrates Court over alleged unlawful military-style drilling conducted at the NUP offices in Makerere-Kavule. In October 2025, the Kawempe court dismissed their application for mandatory bail, stating it lacked the jurisdiction to entertain the request.
Because no bail has been granted in the Kawempe matter, both Mutwe and Kivumbi will be remanded back to prison until that case is resolved or separate bail is secured. Under Ugandan law, all four accused persons remain presumed innocent until proven guilty.
