President Yoweri Kaguta Museveni has issued a stern warning to political opportunists and internal detractors, comparing individuals seeking to sabotage Senior Presidential Assistant Justine Nameere to the human immunodeficiency virus (HIV).
Speaking during a high-level cadre engagement, the Head of State drew a sharp analogy between biological pathogens and political subversion, asserting that covert enemies who attack dedicated public servants from within weaken the broader governance architecture.
At the same event, President Museveni offered an enthusiastic endorsement of State Minister for Youth and Children Affairs, Dr. Balaam Barugahara, commending his grassroots mobilization work and unwavering loyalty to the ruling National Resistance Movement (NRM) vision.
Defending Justine Nameere, a prominent media personality, legal practitioner, and Senior Presidential Assistant on Special Duties, President Museveni expressed frustration over constant political friction and targeted smear campaigns aimed at her initiatives.
Using uncharacteristically graphic language to condemn internal intrigue, the President noted that political saboteurs operating under the guise of friendship or party allegiance mirror the destructive nature of HIV.

“Enemies who attack you from within, pretending to be part of the body while secretly destroying its defense mechanisms, are just like HIV,” President Museveni remarked. “They do not build; they only seek to paralyze cadres who are actively working for the transformation of our people.”
The President commended Nameere’s resilience in executing socio-economic development projects despite facing persistent opposition from rival political camps and internal detractors.
Shifting focus to youth empowerment, President Museveni singled out Minister Balaam Barugahara for high praise, describing him as a pragmatic and results-oriented leader who has successfully bridged the gap between government policy and youth aspirations.
Since his appointment to Cabinet, Balaam has been instrumental in spearheading youth skilling initiatives, resolving regional grievances, and mobilizing support among vulnerable demographics.
Museveni highlighted that Balaam’s energetic approach to public service demonstrates the precise caliber of youth leadership needed to drive Uganda’s socio-economic transformation under Vision 2040.
