The Ministry of Education and Sports has issued a sweeping, immediate directive suspending all school study trips and educational tours across Uganda. The drastic emergency intervention follows a catastrophic road disaster in Kapchorwa District that claimed the lives of 21 learners and five staff members from King David Junior School, sending shockwaves through the country’s education sector.
The blanket ban was announced on Friday, July 17, 2026, by the Acting Minister of Education and Sports, Dr. John Chrysostom Muyingo, during a high-level inter-ministerial briefing convened specifically to address the mounting safety crisis on Ugandan roads.
As part of the emergency directives, the government has ordered all schools that currently have learners out on active road trips, both within the country and across international borders, to immediately halt their travel itineraries. These schools must report directly to the nearest police station, where the Uganda Police Force has been tasked with providing technical guidance and physical security support to coordinate the safe, immediate return of the children to their respective campuses.
The Kapchorwa crash stands out as one of the deadliest student transport accidents in recent Ugandan history. In his address, Dr. Muyingo extended heartfelt condolences to the grieving families and wished a speedy recovery to the surviving injured learners, while acknowledging that the tragedy highlighted fatal lapses in the implementation of existing safety protocols.
The Minister revealed that the Ministry of Education had previously established a comprehensive safety framework via an official circular dated May 16, 2025. That framework explicitly mandated that all educational institutions must satisfy strict prerequisites before setting off on field trips.

Under the 2025 guidelines, schools are required to obtain formal clearance from their governing bodies, conduct thorough safety and educational value assessments of their destinations, and ensure all chartered vehicles are mechanically sound with valid inspection certificates.
Furthermore, vehicles are strictly prohibited from exceeding licensed passenger capacities, schools must formally notify regional police commands before departure, and all journeys must be executed strictly between the daylight hours of 6:00 AM and 6:00 PM. The directive also categorically banned nursery and kindergarten-aged children from participating in long-distance school excursions.
Dr. Muyingo noted that while this circular was thoroughly distributed to headteachers, local government authorities, city education officers, and school management committees nationwide, the Kapchorwa tragedy proved that guidelines on paper mean very little without aggressive field enforcement and additional, legally binding safeguards.
To rectify these oversight failures and prevent another tragedy, Dr. Muyingo announced that the Ministry of Education and Sports will, within the next seven days, officially constitute a dedicated inter-ministerial task force. This specialized team will be charged with developing a rigid, legally binding set of regulations to govern all future study tours and school transport operations.
The government has launched a massive, coordinated inter-ministerial response to investigate the root structural and mechanical causes of the King David Junior School crash. This joint effort pulls together the expertise of the Ministry of Education, the Ministry of Works and Transport, the Ministry of Health, the Ministry of Internal Affairs, and the Ministry of Disaster Preparedness.
The joint committee is expected to review nationwide school transport standards, step up highway spot-checks on school buses, and introduce strict legal penalties for school administrators who compromise student safety during transit. Dr. Muyingo reiterated that the safety, security, and well-being of Ugandan learners remains the absolute top priority of the state, and the suspension on trips will remain tightly in place until the new regulations are fully finalized and rolled out.
