The Secretary General of the People’s Front for Freedom (PFF) and former Kira Municipality Member of Parliament, Ibrahim Ssemujju Nganda, has officially confirmed that he is living in temporary exile in an undisclosed neighboring country.
The prominent opposition politician and veteran journalist revealed his relocation over the weekend, breaking weeks of intense public speculation regarding his whereabouts. His departure follows direct, public arrest threats issued against him by the Chief of Defence Forces (CDF), General Muhoozi Kainerugaba, amidst a massive state-led crackdown on top-tier political critics.
Ssemujju chose the re-arrest of his close ally, former Butambala County MP Muhammad Muwanga Kivumbi, as the moment to confirm his exile. Writing on his official X (formerly Twitter) account, Ssemujju addressed Kivumbi directly, stating that a fundamental shift in state security operations has occurred while his colleague was spent on remand.
In a detailed commentary on his social media platform, Ssemujju outlined a dark political shift inside Uganda’s administration, asserting that open criticism of the first family has effectively been elevated to a premier state crime.
He noted that under this updated operational playbook, traditional civil policing has been systematically undermined. Ssemujju explained that even when individuals are intercepted by standard police units, they are quickly transferred to military custody to undergo brutal initiation ceremonies inside hidden state basements.
The former lawmaker further indicated that the formal authority to execute arrests has been completely stripped from the civil police forces. He remarked that new administrative and security rules are being issued continuously, adding that he is currently staying within a neighboring country specifically to observe and adapt to these security shifts. Ssemujju noted that he plans to send an audit of these findings back home through their mutual human rights lawyer, Medard Sseggona.
The reference to “the basement” directly mirrors deep anxieties within the political opposition regarding a series of undocumented detention and interrogation facilities. These sites have gained national notoriety following the recent arrest, alleged torture, and subsequent prosecution of former Kampala Lord Mayor Erias Lukwago, who was slapped with charges of misprision of treason.

Ssemujju’s decision to exit the country was catalyzed by an aggressive online exchange with Gen. Muhoozi Kainerugaba in mid-June 2026. Following Lukwago’s high-profile arrest, the military chief posted an AI-generated image of Lukwago and veteran opposition leader Dr. Kizza Besigye in prison uniforms, adding a explicit warning that Ssemujju Nganda and Nakawa West MP Joel Ssenyonyi would be targeted next.
While Ssemujju initially struck a defiant tone, publicly declaring that he would not lose sleep over the military general’s intimidation tactics because no public official is immortal, background safety protocols were quietly initiated. Two days after Lukwago was taken into custody, Ssemujju abruptly announced he was flying to Saudi Arabia to perform Umrah, a mini-pilgrimage to Islam’s holiest city of Makkah.
While critics initially accused him of political cowardice for exiting the country during an active organizational crisis, insiders within the newly launched People’s Front for Freedom party noted that the pilgrimage served as a strategic exit window. Instead of returning to Entebbe International Airport upon the conclusion of his spiritual duties, Ssemujju quietly rerouted his travel to a safe house in a neighboring East African state to monitor the security apparatus’s next moves.
Ssemujju’s transition into exile represents a profound structural setback for Uganda’s political opposition. For over 15 years, first as an aggressive, uncompromising political editor at The Observer newspaper and subsequently as a multi-term Member of Parliament—Ssemujju distinguished himself as one of the most effective, fact-driven critics of state profligacy, executive overreach, and the expansion of family rule.
Having recently broken away from the Forum for Democratic Change (FDC) due to internal management disputes, Ssemujju was instrumental in launching the PFF alongside Dr. Kizza Besigye to serve as a fresh vehicle against the ruling establishment. His physical displacement, combined with the imprisonment of Lukwago and the rapid re-arrest of Muwanga Kivumbi, leaves the newly formed opposition front severely short of active, visible leadership on the ground.
UPDF officials and the Ministry of Internal Affairs have consistently declined to comment on Ssemujju’s exile claims or the legal status of the social media warnings issued by the CDF, maintaining that law enforcement actions are directed strictly by active criminal investigations rather than political affiliations.
