Anita Among Prosecution Imminent as IGG Finalizes Corruption Case File

The legal and political fate of Uganda’s outgoing Speaker of Parliament, Anita Annet Among, hangs in the balance as the Inspector General of Government (IGG) has finalized a comprehensive criminal case file against her. The investigation report has been officially submitted to President Yoweri Kaguta Museveni, signaling that formal prosecution over grand corruption, abuse of office, and money laundering is now imminent.

The development marks a historic low point for one of the nation’s most powerful political figures, who has spent the last 26 days under strict house arrest at her luxury residence in Nakasero, Kampala. Heavily guarded by joint military and police personnel, Among has been completely isolated from the outside world, with security operatives even confiscating her mobile phones to prevent political maneuvering.

The Raid, Safe Searches, and Luxury Asset Seizures

The finalization of the IGG’s case file follows weeks of aggressive, multi-agency operations targeting Among’s properties. Joint teams from the Criminal Investigations Directorate (CID) and military intelligence executed rigorous searches at her residences in Nakasero, Kigo, Ntinda, and her home district of Bukedea.

During the dramatic Nakasero raid, investigators deployed fire brigade equipment and specialized metal-cutting tools to crack open suspected hidden safes, even dismantling floor tiles in search of concealed local and foreign currencies.

While sources intimate that specific cash reserves were not uncovered inside the walls, the state has dealt a massive blow to Among’s multi-billion shilling estate by freezing her bank accounts and seizing high-end assets. Chief among the impounded luxury items is her recently acquired Rolls-Royce Cullinan, valued at approximately $440,000 (Shs 1.6 billion), which was towed away alongside several other top-tier vehicles as primary exhibits of illicit enrichment and unexplained wealth.

Scope of the Charges and the Chris Obore Connection

According to information from the Inspectorate of Government, the impending criminal indictment centers on three primary systemic failures during her tenure:

 Money Laundering: The processing and concealment of billions of shillings through proxy accounts and luxury asset acquisitions.

 Abuse of Office: The inflation of parliamentary procurement tenders and the diversion of corporate social responsibility (CSR) and donation funds.

 Irregular Recruitment: The illegal inflation of the parliamentary payroll through the back-door recruitment of ghost staff and political cronies.

The case against the outgoing Speaker is inextricably linked to the ongoing prosecution of her closest inner circle. Just days prior, seven senior parliamentary staff members led by her Director of Communications and Public Affairs, Chris Obore were arrested and remanded to Luzira Maximum Security Prison. Obore and his co-accused are facing charges of embezzling over Shs 27 billion in parliamentary funds, with prosecutors alleging that a significant portion of the stolen money was laundered between 2023 and mid-2026.

As the prospect of Among appearing in the dock at the Anti-Corruption Court looms large, a delegation of Members of Parliament from the Teso sub-region visited her under close watch and have launched a desperate appeal for executive clemency.

Led by Kumi Municipality MP Silas Aogon and Kasilo MP Peter Paul Emaju, the legislators addressed journalists at Parliament, revealing that the former Speaker’s physical and psychological health has severely deteriorated. Among has reportedly been diagnosed with a severe blood clot in one of her legs, aggravated by the stress of her month-long confinement.

The MPs are urging President Museveni to look upon the Bukedea District Woman MP with mercy, asking for her bank accounts to be partially unfrozen and for permission to seek specialized medical evacuation abroad.

During her tenure as Deputy Speaker and subsequently Speaker following the death of Jacob Oulanyah, Among rapidly consolidated a massive patronage network that extended deeply into both the opposition and ruling benches.

Prominent political commentators have argued that her skyrocketing political clout and perceived defiance alarmed the historical elite of the NRM and elements within the UPDF, who viewed her long-term ambitions as a force that needed structural containment before the next electoral cycle.

With the IGG report now sitting directly on President Museveni’s desk, the political establishment awaits the final executive nod. While some factions within the state are pushing for an immediate, high-profile trial to showcase the government’s commitment to fighting graft, others suggest the President may hold the file as leverage to permanently neutralize her political machinery.
