President Yoweri Museveni has formally tapped Hon. Haruna Kasolo Kyeyune to serve as the Acting Minister of Foreign Affairs, entrusting him with the country’s top diplomatic portfolio amid a temporary leadership vacuum at the ministry.
The interim appointment comes at a critical juncture for the Ministry of Foreign Affairs, which currently lacks its substantive principal ministers due to ongoing parliamentary vetting delays.
Both the proposed Minister of Foreign Affairs and the Minister of State for International Affairs are facing hurdles in assuming their offices over unresolved queries regarding dual citizenship.
To ensure continuity in Uganda’s international engagements and foreign policy, Kasolo who was recently appointed as the Minister of State for Foreign Affairs (Regional Cooperation) will now provide overarching political leadership for the entire ministry until the substantive ministers are cleared.
Kasolo officially assumed his regional cooperation docket on June 11, 2026, taking over from outgoing minister John Mulimba. During his handover ceremony at the Ministry headquarters in Kampala, Kasolo acknowledged the vacant senior positions and assured the public and the ministry’s technical staff that he was prepared to steer the ship.
Stepping into the broader role, Kasolo has already outlined his immediate priorities, leaning heavily on his decade-long background as the Minister of State for Microfinance (2016–2026). He has pledged to leverage diplomatic channels to expand market access for Ugandan goods and aggressively push the country’s ten-fold economic growth strategy.

He emphasized that Uganda must work closely with regional blocs including the East African Community (EAC), the Great Lakes Region, and the Intergovernmental Authority on Development (IGAD) to create lucrative opportunities for local producers who are currently yielding surplus agricultural products like matooke and eggs.
Kasolo explicitly noted that his tenure will focus heavily on economic upliftment. “It is vital for our people to sell on the global front because it will make them economically uplifted,” he stated, promising to serve with integrity.
Outgoing minister John Mulimba praised the technical team at the ministry and urged Kasolo to advocate for increased funding to enable effective diplomatic service delivery. He noted that the unseen, informal engagements in diplomacy often resolve issues much faster than formal boardroom meetings, advising his successor to prioritize direct contacts with international counterparts.
The interim appointment ensures that Uganda’s foreign policy machinery continues to run smoothly while the vetting process for the remaining cabinet appointees is sorted out by Parliament.
