In a drastic and unprecedented austerity measure, the Government of Uganda has officially halted all state funding for national public holiday celebrations as it scrambles to rein in the country’s soaring public debt and cut down on administrative expenditures.
The sweeping directive, issued by the Ministry of Finance, Planning and Economic Development on Friday, May 29, 2026, marks a significant shift in government spending priorities.
For decades, national days have been marked by lavish, state-funded ceremonies, military parades, mobilization drives, and banquets at both the national and district levels.
Under the new financial guidelines, funding for upcoming major events including the fast-approaching Martyrs’ Day on June 3, Heroes’ Day on June 9, and the grand Independence Day celebrations in October has been entirely scrapped from the national budget.
The directive also explicitly forbids local government authorities and district accounting officers from diverting local revenues to organize district-level holiday festivities.
According to the Ministry of Finance, the billions of shillings previously allocated annually for these celebrations will now be redirected directly toward debt servicing, core infrastructure projects, and grassroots wealth-creation initiatives, specifically the Parish Development Model (PDM).
The government’s decision comes amid mounting pressure from international financial institutions, development partners, and local economists who have continuously sounded the alarm over Uganda’s ballooning debt burden.

With debt servicing consuming a massive portion of the national budget, the executive branch is being forced to implement severe cost-cutting measures across all ministries, departments, and agencies (MDAs).
While addressing the media, government spokespersons emphasized that the days hold deep historical and cultural significance, but the economic realities demand frugal governance.
Citizens have been urged to observe the upcoming national holidays in their respective homes, places of worship, and communities without expecting state-sponsored fanfare.
Political analysts suggest that this bold move aligns with President Yoweri Museveni’s recent tough stance on wasteful government expenditure, following his threats to sack ministers over bureaucratic inefficiency and his push to align the newly reshuffled cabinet toward a strictly industrialized and socio-economic transformation agenda.
