Incumbent Thomas Tayebwa has successfully secured a second consecutive term as the Deputy Speaker of Parliament, comfortably winning the race during the inaugural sitting of the 12th Parliament on Monday, May 25, 2026.
His re-election firmly completes the ruling National Resistance Movement’s (NRM) strategic overhaul of the legislative leadership.
Following the landslide victory of Defence Minister Jacob Oboth-Oboth for the Speakership earlier in the session, Tayebwa’s re-election was largely seen as a formality.
Backed by the official endorsement of the NRM Central Executive Committee (CEC) and heavily supported by the military-linked Patriotic League of Uganda (PLU), Tayebwa easily swept aside token opposition challengers to retain his seat on the coveted parliamentary podium.
The seamless election of the Oboth-Oboth-Tayebwa ticket, conducted under the watchful eye of President Yoweri Kaguta Museveni, marks a definitive end to the turbulent Anita Among era.

While the former Speaker currently faces severe state sanctions—including frozen bank accounts and house arrest over corruption allegations—Tayebwa managed to navigate the political storm unscathed, emerging as the face of stability and institutional continuity.
In his acceptance speech, Tayebwa expressed profound gratitude to President Museveni, the NRM CEC, and his parliamentary colleagues for their unwavering trust.
He pledged to foster a spirit of unity across the political divide while ensuring that the 12th Parliament remains laser-focused on passing legislation that supports the country’s industrialization and socio-economic transformation agenda.
Political analysts note that the smooth, unopposed installation of the new parliamentary leadership highlights the NRM’s tightened grip on the House.
With a highly loyal Speaker and a tested, moderate Deputy Speaker now firmly in charge, the executive branch has secured a highly compliant legislature ready to rubber-stamp the state’s strategic policies for the 2026–2031 term.
