President Yoweri Museveni has appointed Justice Moses Kazibwe Kawumi as Ugandas new Deputy Chief Justice and Agnes Alum as the new Chief Registrar in a significant reshuffle at the top of the Judiciary.
The appointments were announced Thursday, May 14, 2026, by the Presidential Press Unit, with Justice Kazibwes name already forwarded to Parliament for vetting and approval.
Justice Kazibwe is set to replace Justice Richard Buteera, who has served as Deputy Chief Justice since 2020 and is nearing retirement. Once his appointment is approved by Parliament, Kazibwe will take over the supervision of the Court of Appeal and the Constitutional Court.
A seasoned appellate judge, Kazibwe has a long history of handling major constitutional and civil cases and previously served as a High Court judge. Within legal circles, he is regarded as an experienced judicial officer whose leadership comes at a time when the Judiciary faces mounting pressure to address case backlogs, election petitions, and commercial disputes.
In addition to the Deputy Chief Justice role, President Museveni has named Agnes Alum as the Chief Registrar. This position is one of the most senior administrative roles in the Judiciary, responsible for day-to-day court administration and the supervision of registrars.

Alum, who has extensive experience in senior judicial administrative roles, is expected to lead the implementation of judicial policies and the ongoing automation of court processes to improve efficiency and accountability.
These appointments are part of a broader wave of institutional changes following the recent swearing-in of the President for another term. As the Deputy Chief Justice, Kazibwe will play a central role in guiding judicial reforms and overseeing the delivery of justice across the country.
Parliament is expected to commence the vetting process for Justice Kazibwe in the coming days as the Judiciary prepares for this transition in leadership.
