The Inspectorate of Government (IG) has arrested the current headteacher of Ntare School, Saul Rwamporo, his predecessor Jimmy Turyagenda, and former school typist Peace Kebirungi over allegations of abuse of office and causing a financial loss of Shs110.8 million to the government.
The three suspects were apprehended on Wednesday, October 28, 2026, by detectives from the IG’s Mbarara Regional Office following extensive inquiries into irregular salary, allowance, and retirement benefit payments.

According to forensic findings released by the Inspectorate, the scheme originated in October 2015 when Kebirungi allegedly submitted a fraudulent university admission letter to secure study leave with pay.
Investigators established that after obtaining the study leave, Kebirungi absconded from her official duties but continued to draw a full government salary from September 2015 through August 2024.
The IG accuses former headteacher Jimmy Turyagenda of concealing Kebirungi’s prolonged absence prior to his retirement from public service, allowing public funds to be disbursed continuously. Current headteacher Saul Rwamporo allegedly maintained the cover-up upon assuming management of the historic boys’ school.
During the same nine-year period, both Turyagenda and Rwamporo reportedly authorized supplementary allowance payments to Kebirungi drawn directly from student-paid school fees, falsely creating the record that she was actively performing her secretarial duties.
The inquiry further revealed that Kebirungi submitted an application for early retirement from public service in 2023.
Despite her ineligibility stemming from nearly a decade of unauthorized absence from work, Rwamporo formally endorsed and forwarded her retirement application to government authorities.
Kebirungi successfully processed her exit in 2024, subsequently drawing lump-sum gratuity benefits and monthly pension disbursements. By February 6, 2026—the official cut-off date of the IGG’s audit—Kebirungi had irregularly received a verified total of Shs110,877,900 in public funds.
Transfer to Kampala and Anti-Corruption Court Trial
Following their arrest in Mbarara, all three suspects were transferred under escort to Kampala, where they are scheduled to be arraigned before the Anti-Corruption Court to face charges of abuse of office and causing financial loss.
Reaffirming its mandate, the Inspectorate emphasized that the enforcement action demonstrates its resolve to protect public funds and enforce strict administrative accountability.
“The Inspectorate of Government remains committed to fighting corruption, promoting accountability and ensuring that public resources are utilised for their intended purposes,” the IG stated in an official release.
The charges remain subject to trial proceedings, and the suspects are presumed innocent until proven guilty by the court.
