The Masaka High Court has issued a strict two-day directive requiring the National Council for Higher Education (NCHE) to appear before the bench and clarify issues regarding the academic qualifications of Sembabule District Woman Member of Parliament, Florence Nambaziira.
The court directive followed a formal application filed by legal counsel representing Mary Begumisa, who is legally challenging Nambaziira’s academic credentials and questioning whether she satisfies the statutory educational requirements to hold a parliamentary seat.
Presiding over the matter, Justice Christine Akello granted the application, ordering the regulatory council to respond to the issues raised within two days.
Petitioner Questions Primary and Secondary Education Records
During the court proceedings, petitioner lawyer Isaac Ebiro Ekirapa questioned how Nambaziira managed to obtain a higher education certificate in light of allegations that she did not successfully complete Primary Seven and Senior Four.
Ekirapa argued that the NCHE’s direct participation is vital to establish the official status and legal recognition of the disputed academic documents, noting that the council had previously failed to appear in court to address the inquiry.

Furthermore, Begumisa informed the court that she had obtained official records from the Directorate of Industrial Training (DIT). According to the petitioner, these documents indicate that Nambaziira holds a certificate in hair plaiting, hair washing, and styling, which form part of the ongoing challenge against her parliamentary qualifications.
The court emphasized that the allegations concerning Nambaziira’s educational background remain unproven claims presented by the petitioner, and the upcoming response from the NCHE will be critical as the legal proceedings continue.
