A police officer has been arrested and detained following the fatal shooting of a 38-year-old boda boda rider during the enforcement of movement restrictions for the National Cleaning Day exercise in Ndejje Kanaaba, Wakiso District.
The incident occurred at approximately 7:30 a.m. on Saturday, August 29, 2026, within Katwe Police Division, where security personnel had been deployed to secure restricted areas and oversee community compliance.
The deceased was identified from his National Identification Card as Ronald Kizito Jjuuko.
The officer accused of firing the fatal shot has been identified as Police Constable Allan Okello, attached to Ndejje Police Station. He was immediately disarmed and taken into custody as homicide detectives opened an investigation into the shooting.

According to preliminary statements issued by Uganda Police Force spokesperson ACP Rusoke Kituuma, police officers deployed from Ndejje Police Station had established a roadblock to secure the community cleaning exercise.
Police allege that Jjuuko attempted to force his way on his motorcycle through a restricted zone secured by officers, leading Constable Okello to discharge his firearm.
“The officer has been arrested, and investigations are underway to establish the circumstances under which he discharged his firearm, resulting in the death of the rider,” Rusoke stated.
However, accounts given by local residents and eyewitnesses present a starkly conflicting picture. Eyewitnesses in Kanaaba reported that Jjuuko appeared to be returning home after working a night shift and attempted to pass the checkpoint before police restrictions came into full effect. Local residents alleged that the shooting occurred without prior confrontation or verbal exchange, raising concerns over whether the officer acted under proper command protocols.
The victim’s body was subsequently conveyed to the City Mortuary at Mulago for a postmortem examination.
Addressing public anger following the incident, police authorities extended condolences to Jjuuko’s family and reiterated that while security personnel are legally mandated to enforce public order, the use of deadly force must strictly adhere to the law.
Police management stressed that any use of firearms must be lawful, necessary, and proportionate to the threat faced by officers. The ongoing probe will determine whether Constable Okello violated operational procedures and whether criminal charges will be formally preferred by the Director of Public Prosecutions (DPP).
