In a major escalation of the ongoing anti-corruption crackdown within Uganda’s legislative arm, eight senior officials from the Parliament of Uganda, including the high-profile Director of Communications and Public Affairs, Chris Obore, have been arrested and charged in connection with the embezzlement of Shs 31 billion.
The high-stakes operation was executed by detectives attached to the Inspectorate of Government (IG) following a meticulous, months-long forensic investigation into the financial management of the legislature’s administrative wings.
The Inspectorate of Government spokesperson, Ali Munira, officially confirmed the arrests on Thursday, July 2, 2026, stating that the suspects are processed and will be arraigned before the Anti-Corruption Court to face formal charges.
According to preliminary details from the Inspectorate, the core of the criminal case against the eight officials involves the systematic misuse and fraudulent diversion of capital belonging to the Parliamentary Cooperative Savings and Credit Society (SACCO).
The total amount under investigation stands at an estimated Shs 31 billion, which was allegedly siphoned out through complex financial maneuvers and unauthorized withdrawals over a period of time.
Investigators reveal that the syndicate utilized their influential administrative positions within the institution to bypass internal accounting controls, creating fictitious allocations and falsifying accountability documents to conceal the illicit transfer of the SACCO’s funds into private bank accounts.
Chris Obore, a prominent former investigative journalist who has headed the parliament’s communications bureau for roughly a decade, is among the primary figures being held. The identities of the other seven co-accused staff members, primarily consisting of mid-to-high-level accounting and administrative officers attached to the Parliamentary Commission, are expected to be fully unveiled as the formal court indictments are read.

The sudden arrest and prosecution of Obore and his colleagues come at a time when state security and anti-graft agencies have significantly widened their dragnet across the legislature. The ongoing probe is tightly intertwined with a parallel, high-profile security investigation into the financial dealings of the outgoing Speaker of Parliament, Anita Annet Among.
Over the past few weeks, state operatives have executed multi-agency raids on Among’s official offices at parliament, as well as her private luxury residences located across Kampala, Wakiso, and Bukedea districts. The wider investigation, which has seen luxury assets and vehicles seized by the state, focuses heavily on allegations of grand corruption, systemic abuse of office, procurement inflation, and cross-border money laundering.
Insiders within the investigation indicate that several other Members of Parliament and senior directors have already been blacklisted for intensive questioning. The Clerk to Parliament, Adolf Mwesige, recently chaired an emergency, closed-door administrative session with the remaining departmental directors to address structural vulnerabilities and navigate the operational panic currently gripping the institution.
The atmosphere at the parliamentary precincts remains highly tense as news of the arrests spreads through the corridors. Several legislators and legislative staff members have reportedly stayed away from the premises as rumors circulate regarding an impending wave of further arrests targeting administrative departments accused of irregular recruitments, payroll inflation, and tender inflation.
Legal experts note that the charges of embezzlement and abuse of office carry severe punitive measures under the Anti-Corruption Act of 2009, including long-term prison sentences and the mandatory forfeiture of personal assets if the accused are convicted.
The Inspectorate of Government has reaffirmed its absolute commitment to cleaning up public institutions and dismantling deep-seated criminal networks that undermine public funds. The suspects remain under heavy security custody as state prosecutors finalize the presentation of the formal charge sheets for the impending bail and trial proceedings.
