In a coordinated night-time operation, enforcement teams from the Kampala Capital City Authority (KCCA) and the National Environment Management Authority (NEMA) have raided several popular bars and entertainment hubs across the Kampala Metropolitan Area, confiscating high-powered sound equipment to curb rampant noise pollution.
The multi-agency crackdown, executed over the weekend by NEMA’s Department of Enforcement and Field Operations alongside KCCA environmental inspectors and police, targets leisure joints that have consistently violated national noise thresholds despite serving out initial warnings.
The swoop spanned across several major city suburbs and surrounding residential hubs notorious for nightlife, including Bukoto, Kololo, Makindye, Mengo, Naalya, Kulambiro, Kireka, Bweyogerere, Namugongo, Seeta, and Mukono.
Heavy audio equipment including massive bass speakers, subwoofers, mixers, amplifiers, and sound transmitters was dismantled and loaded onto enforcement trucks as stunned revelers looked on.
According to environment and city authorities, the operation was a direct response to a massive surge in public complaints from residents who accuse local bars, nightspots, and certain places of worship of running unregulated, overnight sound systems that disrupt the tranquility of neighborhoods.
Ms. Naomi Karekaho, the Head of the Corporate Communications Unit at NEMA, confirmed that the joint taskforce acted strictly within the boundaries of environmental legislation to protect citizens’ right to peace and health.
“During the operation, noise-generating equipment was impounded from non-compliant premises. The exercise was conducted in accordance with the National Environment (Noise Standards and Control) Regulations, 2003, which provide for permissible noise levels and outline clear penalties for offenders,” Ms. Karekaho explained.
She further underscored the long-term impacts of the menace, warning that: “Noise pollution is linked to numerous health risks including chronic stress, hearing loss, and reduced productivity. It also undermines community wellbeing, severely affecting local schools, hospitals, places of worship, and households.”
The massive joint enforcement drive follows a strict 14-day compliance ultimatum issued earlier by KCCA Executive Director, Sharifah Buzeki, warning bars and churches to either fully soundproof their venues or face severe legal blowback.

Under the National Environment Regulations, the law establishes very explicit sound limits measured in decibels (dB), varying by zone and time of day (Daytime runs from 6:00 AM to 10:00 PM, while Nighttime spans 10:00 PM to 6:00 AM):
Residential Areas: Limited to 50 dB during the day and drops sharply to 35 dB at night.
Mixed Residential/Commercial Zones: Restricted to 55 dB during the day and 45 dB at night.
Commercial/Industrial Zones: Permitted up to 70 dB during the day and 60 dB at night.
KCCA inspectors noted that many of the raided establishments were emitting sound levels well over 90 decibels deep into the night, effectively drowning out entire residential blocks.
Authorities have warned that the confiscation of musical instruments is merely the first step. The proprietors of the affected venues have been summoned to the KCCA standards court and face formal prosecution under Section 163 of the National Environment Act, which outlines steep fines and potential prison terms for pollution-related offenses.
“We gave these businesses an ample grace period to install internal noise limiters, insulate their buildings, and adjust their speakers inward,” a KCCA environmental officer noted. “Instead, many chose to bypass the regulations. We are now moving beyond just impounding gear—we will aggressively pursue the suspension of operating licenses and temporary closure of non-compliant facilities.”
Both NEMA and KCCA have urged members of the public to remain vigilant and aggressively report noise violations in their respective neighborhoods through the dedicated city environment hotline: 0719 003 000.
