Barely 48 hours after announcing a massive reconfiguration of his executive, President Yoweri Kaguta Museveni has issued a swift amendment to the new 2026–2031 Cabinet line-up, executing a highly notable swap involving Dr. Jane Ruth Aceng and Justine Kasule Lumumba.
The sudden, mini-reshuffle was announced on Thursday, May 28, 2026. The tactical adjustment followed growing public and political scrutiny after legal observers pointed out that the initial placement of certain ministers presented potential administrative and technical anomalies within the government’s operational framework.
In the initial Cabinet list released on Tuesday night, veteran politician Justine Kasule Lumumba had been designated as the Government Chief Whip, while Dr. Jane Ruth Aceng, a seasoned medical professional and long-serving Minister of Health, had been moved to head the Ministry of Information, Communications Technology (ICT) and National Guidance.

However, the latest directive from State House reverses aspects of that trajectory. Under the amended structure, the President has swapped the dockets of the two senior female politicians.
While the exact details of the final alignment are being ironed out ahead of the parliamentary vetting process, the move is widely seen as an attempt to align technical expertise with the appropriate ministerial portfolios to ensure seamless service delivery.
Legal and political commentators had raised eyebrows over the initial list, questioning the strategic logic of removing a medical expert from the helm of the health sector—especially at a time when the country is managing confirmed Ebola cases in the capital—and placing her in charge of ICT.
At the same time, Lumumba’s vast experience in mass mobilization and executive-legislative coordination made her a focal point of the administrative debate.
President Museveni, known for his pragmatic approach to executive deployment, appears to have absorbed the feedback. The swift correction highlights a responsiveness to institutional scrutiny as the National Resistance Movement (NRM) government prepares to navigate the highly demanding 2026-2031 legislative term.
Both Aceng and Lumumba, alongside the rest of the expanded cabinet, now await their final vetting by the Parliamentary Appointments Committee.
