The political and diplomatic standoff between Kampala and Ankara is threatening to spill onto the streets, as the military-linked Patriotic League of Uganda (PLU) mobilizes its supporters for a massive protest outside the Turkish Embassy in Kololo.
The planned demonstration is a direct move by the PLU to back up the highly controversial demands made by their supreme leader and Uganda’s Chief of Defence Forces (CDF), Gen. Muhoozi Kainerugaba.
In mid-April 2026, Gen. Muhoozi triggered a massive global diplomatic storm when he issued a bizarre and explosive 30-day ultimatum to Turkey via his social media platforms.
The “Tweeting General” demanded $1 billion as a security dividend to compensate for Uganda’s nearly two-decade military deployment in Somalia, arguing that Ugandan troops bled to pacify the nation while Turkey quietly profited by building lucrative ports, airports, and infrastructure. Adding fuel to the fire, the CDF also demanded “the most beautiful woman in Turkey” for a bride.
Muhoozi explicitly warned that failure to comply with his demands would lead to the closure of the Turkish Embassy in Kampala, the cutting of all diplomatic ties, and the blocking of Turkish Airlines from Ugandan airspace.
With the 30-day deadline having officially lapsed without a response or payment from Ankara, PLU mobilizers have taken it upon themselves to escalate the issue. Mobilization messages circulating within PLU ranks urge supporters to march to the embassy to demand respect for their leader and to enforce the financial ultimatum.
The impending protest places the Uganda Police Force in a highly delicate position. While the police previously allowed PLU supporters to march to Parliament in defense of Gen. Muhoozi under the condition of peaceful conduct, a protest targeting a foreign diplomatic mission poses severe security and international relations risks.

Consequently, heavy security deployments, including the Police Field Force Unit (FFU) and the military, are expected to cordon off the roads leading to Plot 9, Prince Charles Drive in Kololo to secure the embassy premises.
The planned protest threatens to undo the delicate diplomatic patchwork recently attempted by the government. Just weeks after Gen. Muhoozi’s initial threats, Uganda’s Foreign Affairs Minister Gen. Odongo Jeje Abubakhar attended the Antalya Diplomacy Forum in Turkey—a gesture widely interpreted as Kampala’s attempt to distance official state policy from the CDF’s personal rhetoric and to reassure Ankara of their 50-year bilateral relationship.
However, with PLU supporters now aiming to physically corner the embassy, the situation remains highly volatile, blurring the lines once again between military posturing and official Ugandan foreign policy.
