President Yoweri Kaguta Museveni has issued a blistering ultimatum to his cabinet, threatening to sack ministers who fail to reverse the trend of persistent poverty in rural villages despite massive government financial interventions.
The President’s stern warning was delivered on Monday during a high-level government performance review, where he expressed profound frustration over the lack of tangible socio-economic transformation at the grassroots level.
His anger stems from the continuous reports of stagnation in rural communities, despite the state injecting trillions of shillings into the Parish Development Model (PDM) and other wealth-creation initiatives over the past few years.
Museveni accused several ministers and top government bureaucrats of sleeping on the job, engaging in endless boardroom meetings, and failing to physically monitor and supervise the implementation of the PDM funds in the villages.
“We are sending billions of shillings to the parishes every financial year to lift our people out of poverty, yet you go to the villages and the situation remains the same,” Museveni reportedly charged during the session.
“If you cannot supervise these funds and ensure our people transition into the money economy, then you have no business being in my cabinet. I will sack you and replace you with people who are ready to work.”
The Parish Development Model, the government’s flagship poverty alleviation program, aims to integrate the remaining percentage of Ugandan households stuck in subsistence farming into the mainstream money economy.

However, despite heavy capitalization, the program has frequently been plagued by allegations of localized corruption, ghost beneficiaries, and poor sensitization by political leaders.
Museveni’s threat signals a dangerously low tolerance for bureaucratic inefficiency as his administration pivots heavily toward industrialization and wealth creation.
The President directed all ministers and Members of Parliament to spend less time in air-conditioned offices in Kampala and more time in the grassroots, ensuring that the parish funds are correctly utilized for agricultural productivity and value addition.
