President Yoweri Kaguta Museveni has formally cleared the legislative ticket of Defence Minister Jacob Oboth-Oboth for Speaker and incumbent Thomas Tayebwa for Deputy Speaker, ordering National Resistance Movement (NRM) Members of Parliament to prioritize the socio-economic transformation of ordinary Ugandans over political maneuvering.
The President’s directive was delivered during a critical NRM Parliamentary Caucus meeting convened on Sunday at the State House.
The high-stakes briefing served to rally the ruling party’s overwhelming legislative majority ahead of the official 12th Parliament speakership voting scheduled for Monday, May 25.
Addressing the freshly aligned caucus, President Museveni made it clear that the recent leadership shakeup which saw outgoing Speaker Anita Among step aside amid a sweeping state anti-corruption crackdown must serve as a hard reset for the legislative branch.
He noted that the primary role of an NRM legislator is not to engage in internal political warfare or pursue personal luxury, but to guide their constituents into the money economy.
“Politics must take a back seat to the wealth creation agenda,” the President told the lawmakers. “Our people need roads, electricity, and wealth creation initiatives like the Parish Development Model (PDM). Your job as the 12th Parliament is to ensure budgetary discipline and absolute service delivery, not political entitlement.”

By formally introducing the Oboth-Oboth and Tayebwa duo to the caucus, Museveni has effectively closed the chapter on weeks of intense internal factionalism. The consensus behind the new leadership ticket is expected to yield a smooth, near-unanimous vote on Monday morning on the floor of the House.
With the ruling party’s executive, the central executive committee (CEC), and now the parliamentary caucus firmly falling into line under the President’s strict guidance, the incoming House leadership has been handed a clear mandate: restore the institutional integrity of the legislature and align parliamentary business with the state’s broader economic transformation goals.
