In a rare sit-down between the regulator and the regulated, the Executive Director of the Uganda Communications Commission (UCC), Nyombi Thembo, met with musician Arafat Kasule, popularly known as Dynaso Wegoso, on Thursday.
The meeting follows the UCC’s recent hammer blow to the artist’s viral hit “Mukube Paver,” which was suspended from all airwaves and digital platforms for allegedly glorifying violence.
The engagement, which Mr. Thembo described as “constructive,” focused on the delicate balance between artistic expression and public safety. The UCC had previously flagged the song on April 7, noting that its lyrics and visuals encouraged a “growing trend of harmful challenge activities” on TikTok, where young users were seen imitating aggressive behavior.
“While UCC is committed to fostering a thriving creative industry, our primary mandate remains the protection of the public, especially our youth, from content that glorifies violence,” Thembo stated following the meeting.

Beyond the immediate ban, the UCC boss offered a stern piece of career advice to the artist. Thembo warned that in 2026, a “digital footprint is permanent,” and a single controversial track could haunt an artist’s future, potentially scaring off blue-chip corporate endorsements.
“In the age of social media, a single controversial track can jeopardise a lifetime of professional growth,” he noted, urging artists to think about the long-term impact of their lyrics.

Despite the initial friction, the meeting appears to have brokered a truce. Both parties have reportedly agreed on a way forward that doesn’t involve permanently burying the artist’s career.
• The Pledge: UCC has committed to supporting Dynaso in “refining” his creative output to meet community standards.
• The Goal: To ensure “sanity” on the airwaves without completely stifling local talent.
“UCC is not here to frustrate talent,” Thembo clarified, adding that the goal is to use art to “build, not break” the social fabric of the country.
The song was officially blacklisted after public complaints prompted a UCC review. The commission found that the track explicitly promoted “aggressive conduct,” leading to a total ban on broadcasters and online platforms from airing or promoting the song.
