A shocking shooting at Kiboga Prison on February 23, 2026, left three dead, including Assistant Superintendent Hope Catherine, Principal Officer Bright Akishuri, and Sarah Ayebare (spouse of the Officer in Charge).
In a devastating incident that has stunned Uganda’s corrections system, a prison warder allegedly opened fire on his supervisors at Kiboga Central Prison on Monday morning, February 23, 2026, killing three people instantly before escaping.
The Uganda Prisons Service confirmed the tragedy in an official statement, expressing profound regret over the “unfortunate death of three persons” in the shooting that unfolded around 10:00 AM. The victims have been identified as:
• Assistant Superintendent of Prisons Hope Catherine, Deputy Officer in Charge at Kiboga Prison
• Principal Officer I Akishuri Bright, third in command and in charge of duties
• Sarah Ayebare, wife of the Officer in Charge, who was in the vicinity at the time
According to Wamala Region Police spokesperson SSP Lameck Kigozi, the incident stemmed from a routine supervision exercise. The Deputy Officer in Charge and an officer on duty discovered Warder Moses Anguyo (Service No. 13544) using his mobile phone and chatting on WhatsApp — a violation of prison operational rules.
When confronted, the warder reportedly did not respond positively to the caution. He later followed the supervisors and opened fire, killing the three victims on the spot. The firearm used in the attack, along with 15 rounds of ammunition, has since been recovered.
Police responded swiftly to secure the crime scene, and joint security operations involving multiple agencies are now underway in a intensive manhunt for the suspect, described as armed and dangerous.
The bodies of the deceased were transported to Kiboga Hospital for postmortem examinations, while investigations continue to establish the full circumstances.
Uganda Prisons Service spokesperson (and Senior Commissioner) Frank Baine Mayanja emphasized that security at the facility has been significantly strengthened.
The service has appealed to the public for any information that could lead to Anguyo’s arrest and promised regular updates on developments.
