Dean Lubowa Saava Fined UGX 4M, Forfeits Equipment Over Unlicensed TV10 Gano Mazima Operations

TV10 Gano Mazima’s Dean Lubowa Saava fined UGX 4M & forfeits equipment to UCC for unlicensed online broadcasting from 2018 to 2025.

Dean Lubowa Saava, Chief of Strategy for the online platform TV10 Gano Mazima, has been ordered by court to pay a total fine of UGX 4 million and has permanently lost all his broadcasting gear after being convicted of running an unlicensed online television service.

The ruling stems from operations spanning November 2018 to September 2025, during which he allegedly broadcast without approval from the Uganda Communications Commission (UCC).

Court documents detailed three specific offenses:Operating without a valid license fined UGX 3 million, illegal broadcasting activities fined UGX 500,000, Failure to comply with lawful UCC directives and fined UGX 500,000 Should he default on payment,

As part of the forfeiture order, authorities have seized and transferred ownership of essential equipment including cameras, microphones, audio mixers, flash disks, computers, and related items to the UCC.

Lubowa Saava faces up to one year in prison, though any time already served on remand will be deducted from the sentence. This development marks a significant enforcement action in Uganda’s ongoing regulation of online media platforms.
