UCC Warns Ugandans Against Using VPNs to Bypass Post-Election Social Media Restrictions

The Uganda Communications Commission (UCC) has issued a stern warning to the public against using virtual private networks (VPNs) or other tools to circumvent the ongoing temporary restrictions on social media platforms and over-the-top (OTT) messaging applications, following the partial restoration of public internet access on January 18, 2026.

UCC Executive Director Nyombi Thembo delivered the caution during a media briefing at the commission’s Bugolobi headquarters in Kampala on January 18, shortly after announcing the full resumption of general internet services (websites, news platforms, email, government portals, financial services, and educational resources).

While confirming that the broader internet blackout—imposed on January 13 ahead of the January 15 general elections—had been lifted after a security review by the Inter-Agency Security Committee, Nyombi emphasized that social media and OTT messaging apps remain blocked as a precautionary measure to prevent misuse that could threaten public order in the post-election period.

“The Commission will continue to monitor the situation closely and will provide updates as circumstances evolve,” he stated.

Nyombi directly addressed attempts to evade the restrictions:

“If you bypass these restrictions and use that bypass to break the law, do not be surprised if your device is blocked from the network.”

He stressed that authorities possess the technical capability to detect and respond to unlawful activity conducted through VPNs or similar tools, clarifying that enforcement would target illegal conduct rather than ordinary lawful communication.

The warning comes amid widespread public discussion following President Yoweri Museveni’s declaration as winner of the 2026 presidential election with 71.65% of valid votes. The phased restoration of internet services has allowed Ugandans to resume online activities, but the continued limitation on major social media and messaging platforms has sparked debate over digital rights, freedom of expression, and post-election stability.

The UCC reiterated that the original suspension was a proportionate and necessary step—recommended by the Inter-Agency Security Committee—to safeguard the electoral process from misinformation, disinformation, electoral fraud, and potential incitement to violence during a highly sensitive national period.

As monitoring continues, the commission has urged full compliance with the remaining restrictions in the interest of preserving national peace and stability.
