Uganda Police Warn Public on Misuse of National Flag, Cite Legal Requirements

The Uganda Police Force has issued a strong caution to citizens against the improper handling and use of the national flag, emphasizing that such acts are unlawful under existing legislation.

During the weekly joint security briefing held on December 29, 2025, at Police Headquarters in Naguru, Kampala, spokesperson ACP Rusoke Kituuma highlighted widespread ignorance and misuse, especially during political events.

“Many citizens are unaware of the proper protocols for the national flag. We are prioritizing public sensitization before strict enforcement,” Kituuma stated.

He pointed out common violations, including hanging the flag on electric poles or using it without authorization, calling these actions disrespectful to a key national symbol.

Kituuma referenced the National Flag and Armorial Ensigns Act, which regulates flag usage and requires prior permission from the Minister of Justice and Constitutional Affairs for certain displays.

Government institutions follow rigorous protocols, such as lowering the flag during rain and storing it appropriately. In contrast, casual public use often disregards these rules, which authorities say must end.

Police encouraged Ugandans to read the law, available online, and uphold respect for national symbols beyond political contexts.

“Respect for the national flag is respect for Uganda,” Kituuma concluded.
